Underage Drinking Ordinance Curtailed in Kinnelon, New Jersey

While many New Jersey municipalities have adopted tough laws on underage drinking in hopes of curtailing it, officials in Kinnelon, New Jersey have decided to foster a different approach.

Despite disapproval from many sources including local law enforcement, officials in Kinnelon tabled an underage drinking ordinance, promising to create a committee to come up with an alternative solution. Police Chief John Finkle, who supports the tough ordinance on underage drinking, stated that the current statute did not deter juveniles from drinking on private property while the proposed ordinance would certainly have done so.

While many hope the council adopts the ordinance and creates tough consequences on non-law abiding teens, such as license suspension and considerable fines, many parents in the community have expressed their disapproval. At a recent school board meeting, school board president Margaret Zybrick told parents and the board she believed underage drinkers should be educated and not punished when they made a mistake, such as drinking.

"Kids are bound to make mistakes. I think the repercussions of their actions should be done in a way that they learn from their mistakes and are not brow beaten from them," said Zybrick.
And while the community is divided on adopting the ordinance, it remains to be seen whether the curtailment of the ordinance and the adoption of other effective alternatives produces better results in the community.

Binge-drinking and underage drinking in America

According to the Substance Abuse and Mental Health Services Administration, North Dakota was pronounced the state with the highest percentage of binge drinking nationwide.

The study also included that binge drinking or consuming five or more drinks on one occasion, was prevalent amongst 29.8% of North Dakotan residents.

The same study found that amongst all Americans between the ages of 12 to17 nationwide, the binge-drinking rate was about 8.8%.

Furthermore, Vermont seemed to have had the highest reported underage drinking within the past month with about 36.6% of its residents ranging from 12-20 years of age consuming alcohol.

Utah seemed to set an example for the rest of the nation by locking in the lowest rates of binge-drinking and underage drinking, which were 14.1% and 14.2%, respectively.

Changing the Dangerous Binge-drinking Patterns in Iowa



Binge drinking, or the excessive use of alcohol, has been linked to many deaths, accidents and severe health problems such as alcohol poisoning and liver disease. Furthermore, within the past decade it has become the main focus of Drug and Alcohol Dependency Services, which is funded by state grants in order to hire trained individuals to monitor alcohol abuse patterns within troubled counties across the nation.


According to The Centers for Disease Control and Prevention (CDC), about 75 % of the alcohol consumed by adults in the United States is in the form of binge drinks.



Scott Gooding was hired in Lee County, Iowa to help reduce adult and teen binge drinking. His three year position at Alcohol and Drug Dependency Services is funded by a State Prevention Enhancement Grant from Iowa’s Department of Public Health.

Gooding says he’ll be looking at” local ordinances, advertising and social availability of alcohol in the area” in order to change the dangerous binge-drinking patterns amongst the residents of Lee County, which rank 10th place on the list of Iowa’s top 23 counties with alcohol-related issues.

Teen drug abuse is rampant say cops and counselors in Pleasanton, CA



With half of its student body confessing to smoking marijuana, the school administrators and parents of Hart Middle School, located in Pleasanton, California were shocked after a recent PTA meeting which discussed the dangerous trends amongst the schools’ students.



After interviewing the students of Hart middle school, counselor Tammy Schoonover estimated that 25% of the students drank alcohol and 50% smoked marijuana.



Officer Ryan Tujague, a member of the police department's special enforcement unit warned parents that even the brightest of students were succumbing to marijuana, OxyContin, heroin and other substances, often fooling their unsuspecting parents who could never imagine their daughter/son was purchasing and using illegal drugs to achieve dangerous highs.



Tujague also pointed out the growing crime rate correlated with the growing number of addicts, so often young teens, who are committing the pettiest of crimes in order to be able to purchase drugs and feed their addiction.

Lowering the drinking age - Is this a age a good idea?


The answer to whether the legal age for alcohol consumption should be lowered to 18 from the current legal age 21 remains unresolved while experts, families and educators struggle to put an end to alcohol-related incidents amongst the nation's teens.

Those in favor of lowering the legal drinking age argue that the current legal age for consuming alcohol, 21, has clearly not been able to sway underage teens towards abstaining from alcohol. Furthermore, in 2008 more than 130 college chancellors and presidents signed a petition which supported the age reduction. They believe that proper funding in the education sector will educate teens on the dangers of alcohol abuse while allowing them to experience alcohol and enjoy it responsibly, as oppose to consuming it illegally in discrete locations where so much can go wrong.

But while the idea of lowering the drinking age from 21 to 18, and attempting to deglamorize alcohol in order to reduce alcohol abuse amongst teens seems appealing, many experts and families believe that it would be a step in the wrong direction considering the effectiveness of the law legislated in 1984 which raised the drinking age from 18 to 21 and lowered alcohol consumption amongst young teens. Furthermore, research has shown that delaying the onset of alcohol use reduces the chances of becoming addicted in the future.

Schools Using Breathalyzers to Fight Teen Drinking


With instances of drunk driving on the rise amongst vulnerable teens, more and more schools are relying to Breathalyzers to facilitate the detection of alcohol consumption.

The deployment of Breathalyzers seems to be a last resort for many schools as to put an end to illegal alcohol consumption especially that of which is consumed on school premises during activities sponsored by the school itself.

Many schools reserve the right to administer Breathalyzer tests when there is sufficient evidence suggesting individual is under the influence of alcohol. The evidence generally consists of a list of symptoms an intoxicated individual would display once under the influence. Speech impairment and slurring, bloodshot and dilated eyes, unsteady walking, profane personal conduct, agitated demeanor and erratic behavior are all signs of intoxication. This test is performed by a trained school administer, and for confidentiality purposes, it is performed individually and away from the presence of other teens. Once the teen is suspected of being under the influence, he/she will be asked to perform a Breathalyzer test in which the individual has a right to refuse. Upon refusal, he/she will automatically be denied entry to school event, and parents are immediately notified.

Many schools have strict policies concerning the results of Breathalyzer tests, most of which conclude removal of student from extracurricular activities and suspension, all of which have undeniably detrimental consequences for the individual.

The use of Breathalyzer doesn’t seem to “sit well” with young, naïve teens who believe they are capable of handling alcohol like adults. Across the nation, teens are indoctrinated and often the target of mass media that for many years now has been very successful in encouraging alcohol consumption by promoting it via movies, video games and other forms of entertainment that generally appeals to young adults. In many cases, alcohol is portrayed as the only way to forget about ones everyday problems, a sign of “maturity”, an instant mood booster and a way take advantage of the opposite sex. Many teens succumb to the peer pressure surrounding alcohol, sabotaging their lives as well as the lives of their loved ones.

The adoption of Breathalyzers is in no way intended to humiliate, discriminate and demean the already sensitive adolescent, but to demonstrate needed authority that for years seemed to be “toned down” and often ineffective.

The message is clear. Illegal consumption of alcohol by minors is prevalent during many school function, dances, proms and other school sponsored social events and therefore each and every individual will be subjected to a Breathalyzer test in which they will either pass or fail. No exceptions will be made and harsh consequences await advantageous teens.

In summary, “underage drinking” or alcohol use is a common occurrence in the lives of most young adults under the age of 21. Breathalyzers will help school authorities keep alcohol use in school grounds in check, and help prevent accidents, as about 45 percent of fatalities in crashes involve young adults under the age of 21 who is driving under the influence.

Binge Drinking is Killing our Youth. Every Two Hours a Teenager Dies from an Alcohol Related Accident




Since 2002 when a study by task force on drinking showed that "abusive drinking by college students is widespread, dangerous and disruptive", binge drinking has been on the rise in the US. By definition binge drinking is described as 5 or more drinks in a row for men and 4 or more drinks in a row for women. Binge drinking is best described as drinking enough to bring the blood alcohol concentration (BAC) to .08 or more. This blood alcohol concentration generally occurs in excessive drinking within a two-hour time.

There are over 5000 underage teens who die from excessive drinking each year, and more than 1,700 college students, between the ages of 18 to 24, get injured due to direct result of alcohol abuse every year. Additionally, every two hours a teenager dies from an alcohol related accident.

All these statistics point to one fact. Our kids whether teenagers or young adults are dying from alcohol abuse in an alarming rate, and something needs to be done.
